As part of the Department of Justice and Community Safety, the Community Safety Building Authority (CSBA) has been established to design, procure, build and upgrade the infrastructure needed to keep communities safe.

The CSBA provides the end-to-end project management and delivery of Victoria’s new prisons, youth justice centres, court and custody facilities, emergency services facilities and public safety features such as pedestrian walkway bollards and CCTV networks. As well as delivering new infrastructure, the CSBA also modernises, expands and upgrades existing facilities.

As an essential part of delivering community safety infrastructure, the CSBA consults with Traditional Owners, local councils, local community members other key stakeholders such as the WorkSafe, Country Fire Authority (CFA), Victoria Police and Department of Education and Training.

The CSBA also:

  • oversees the management of environment and traffic impacts for major community safety infrastructure projects
  • conducts cultural heritage, waste management, bushfire risk assessment and emergency services planning
  • supports jobs and local economic opportunities, which are an important part of project planning.

Safety and security are at the forefront of all CSBA projects. It enables the department’s business units to provide the necessary infrastructure to keep communities safe and meet the needs of a growing Victoria, both now and into the future.

The Emergency Services Infrastructure Authority (ESIA) (External link) is part of CSBA and supports infrastructure assets for volunteer brigades and units within:

  • the Victoria State Emergency Service (VICSES)
  • Life Saving Victoria (LSV)
  • Marine Search and Rescue (MSAR).

CSBA Melbourne protective security enhancements

The CSBA is working in close partnership with Victoria Police and the City of Melbourne to deliver the Melbourne Protective Security Enhancement (External link) program. These include:

  • enhanced CCTV security cameras in public areas
  • speakers to address the public in emergency situations
  • barriers to protect pedestrians from vehicle-based attacks.
