The Community Safety Building Authority (CSBA) designs, procures, builds and upgrades infrastructure to keep the Victorian community safe.
We manage projects including new, expanded and upgraded:
- prisons and youth justice centres
- court and custody facilities
- emergency services facilities
- public safety infrastructure.
As well as keeping the community safe, CSBA’s projects aim to maximise benefit to the Victorian community – creating local jobs and providing opportunities for apprentices, trainees, cadets, Aboriginal people, disadvantaged Victorians and people with disability.
With projects across metropolitan and regional Victoria, an essential part of our work is consulting with Traditional Owners, local councils, local residents and other stakeholders, all the way from planning to opening.

Some highlights from 2019-20 include:
- leading 79 projects with a combined approved budget of $3.4 billion
- overseeing approximately 600,000 hours of contractor work across 14 locations
- managing $1.42 billion of new investment across the prison system in the 2019-20 State Budget.

Chisholm Road Prison Project (External link)
We’re building a new maximum-security prison to strengthen Victoria’s corrections system.
West Melbourne Court and Custody Complex (External link)
We’re planning for a new purpose-built court and custody complex in West Melbourne.
Emergency service infrastructure (External link)
We’re delivering a range of infrastructure across Victoria to support the work of Victoria State Emergency Service, Life Saving Victoria and Marine Search and Rescue.
Melbourne security upgrades (External link)
We’re increasing public safety in Melbourne’s CBD by protecting pedestrians from hostile vehicle attacks.
CSBA has a highly skilled workforce of experienced professionals from across the public and private sectors, including specialists in community safety infrastructure, project management, engineering, cost management, commercial management, planning and design.
Office of the Deputy Secretary/ CEO
Incorporating Safety, Commercial and Legal, Reporting and Administration, and Governance and Assurance functions, the Office of the CEO provides support and direction across all CSBA projects.
Responsible for the delivery of major, high-value and/or high-risk infrastructure projects, the Major Projects unit delivers new build projects across the corrections and youth justice portfolios.
The Program Delivery unit is responsible for the development and delivery of new build, expansion and upgrade projects for groups across the justice portfolio, including developing new capital projects.
CSBA is supported by a skilled independent Advisory Board, supporting our strong commitment to ethical leadership and strong governance.
