As part of its role ensuring safer communities, the department manages emergency prevention and response, leads crime prevention projects and initiatives and supports a range of safety campaigns.

Within the department, Emergency Management Victoria oversees emergency management arrangements, including bushfire response, and works towards building safer, more resilient communities in Victoria. 

The department plays a leading role in driving and coordinating crime prevention campaigns and activities. The department's Community Crime Prevention Unit supports crime prevention by providing local councils and community organisations with grant funding for initiatives that respond to local crime issues.

Emergency response and crime prevention activities are supported by campaigns designed to raise awareness and change behaviour. These campaigns raise awareness of community safety issues including road safety, emergency preparedness, bullying, alcohol-related violence and knife crime, and problem gambling.  

To achieve its goal of enhancing community safety the department works closely with other government departments and agencies, such as VicRoads, the Transport Accident Commission and Victoria Police, as well as volunteer and community groups and private enterprise.
